
In partnership with Gordian, Equalis Group has curated a state-specific Job Order Contracting (JOC) program for the state of Ohio. Equalis Group members are able to combine the power of Gordian with the local expertise of in-market contractors and construction firms. JOC projects don’t have to be complicated; all Equalis Group Ohio JOC Master Agreements have been publicly procured and are available for use without having to submit time-consuming RFPs/Bids.
Equalis Group’s Ohio lead agency, The Cooperative Council of Governments (CCOG), issued two RFPs for the Ohio JOC program: one soliciting contractors for “Open Market” JOC opportunities, and one soliciting Disadvantaged Business Enterprise (DBE) contractors for “Set Aside” JOC opportunities. In the state of Ohio, “Open Market” projects can be awarded to any contractor, whereas “Set Aside” projects MUST be awarded to DBE contractors.
Compliance with Ohio Revised Code & AG Opinion Letter 2019-028
Equalis Group and Gordian sourced our Ohio JOC program in full compliance with the guidelines prescribed in the Ohio Attorney General’s Opinion Letter 2019-028. The opinion clearly defines the required conditions for political subdivisions in Ohio to utilize an already-procured contract for construction services, including:
- The contract must relate to the repair, enlargement, improvement, or demolition of an already-existing building or structure, not new construction – our Ohio JOC program is explicitly targeted to already-existing buildings, not new construction.
- The contract must utilize per-unit or unit-based pricing – each of our Ohio JOC awarded contracts utilizes unit-based pricing.
- The competitive bidding process that resulted in the contract award must be conducted by a regional council of governments or one of its members – Ohio-based Cooperative Council of Governments issued the request for proposals and awarded the contracts.
- Joining Equalis Group enables any Ohio political subdivision to legally access our Ohio JOC contracts. There are no costs, dues, or obligations to join Equalis Group and the process takes less than five minutes.

The K Company
The K Company, Inc. has been in business since 1972. The K Company performs the following types of services: HVAC Design/Build mechanical services, commercial and industrial construction, residential services and repairs, commercial and residential service maintenance agreements, and DDC temperature control systems.
The Design/Build department has a Professional Engineer on staff as well as LEED Accredited Professionals, and a Certified Energy Manager.
